Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Director of the San Francisco Small Business Development Center (SBDC) will coordinate the provision of technical assistance to entrepreneurs seeking to launch, expand, stabilize or transition their small business in San Francisco. This position reports to the Executive Director of the Office of Small Business.

The SBDC is a national program that provides specialized technical assistance to entrepreneurs. Clients are matched with business advisors that provide free consulting services in areas such as business planning, access to capital, hiring, and operations. The SF SBDC is part of the Northern California SBDC Regional Network, which is comprised of 18 centers that are dedicated to helping small businesses with every aspect of business creation, growth, management, and operation.

The Director will work in close collaboration with the Office of Small Business and the Community Economic Development team to coordinate the provision of in-depth counseling on topics such as access to capital, financial management, operations, product development, marketing, human resources, and other topics. The Director will coordinate the activities of a team of business advisors, engaged by the City on a contractual basis, to provide free one-on-one counseling to clients. The Director will also coordinate the provision of workshops on business development topics.

The SBDC is part of a larger network of small business services within San Francisco that includes business technical assistance and access to capital services from a variety of nonprofit organizations and public agencies. The Director will develop and maintain relationships with those agencies to ensure collaboration, leverage other services, and maximize the positive outcomes for small business clients.

The Director will serve as the primary point of contact between the City of San Francisco and the Northern California SBDC Lead Center, including responsibility for all reporting and participation in network activities and events.

Specific Duties

  • Manage all aspects of the development, delivery, evaluation and reporting of SBDC programs and services.
  • Oversee and provide direct counseling to small business clients.
  • Manage the development and delivery of workshops on business development topics such as business planning, market feasibility, financial viability, operations management, marketing, access to capital, and legal structures, to name but a few topics
  • Supervise and coordinate a team of business advisors that assists with the delivery of SBDC services, including counseling and workshops.
  • Conduct outreach to small businesses and prospective clients; ensure the effective marketing of SBDC services; and coordinate the creation and production of communication tools including, but not limited to, print materials, social media, and website.
  • Assist, develop and staff OEWD programs such as Healthy Retail SF, Construction Mitigation, Retention and Relocation, and Legacy Business Technical Assistance Program.
  • Supervise the case management of SBDC clients.
  • Document all client services using the web-based software platform provided by the Northern California SBDC Regional Network. Maintain accurate confidential client files and records. Supervise appropriate data entry by all SBDC advisors and case managers to enable effective reporting and outcomes tracking.
  • Develop and maintain partnerships with other public and nonprofit agencies in San Francisco that serve small businesses and entrepreneurs to ensure effective collaboration and communication.
  • Develop and manage programmatic budgets from public and private sources, and approve contract expenditures.
  • Coordinate compliance and reporting for all funding sources.
  • Identify and apply for funds from public and private sectors to retain and augment established economic development budgets.
  • Participate in trainings, bi-monthly phone calls, and other events coordinated by the Northern California SBDC Lead Center.
  • Provide direct technical support and case manage critical business cases. 
  • Works with procurement team to release Requests for

    Qualifications

    (RFQ) and enter into new advisor contracts.
  • Performs other related duties as assigned by the Executive Director of the Office of Small Business.

  • Must have experience with various computer programs, including databases and Microsoft Office Suite. Advanced working knowledge of Microsoft Office Suite preferred.
  • Must be organized, detail oriented, and able to complete multiple tasks. Must be able to reprioritize as work situations change.
  • Must be able to communicate effectively both verbally and in writing.
  • Must be able to work both independently and as part of a team.
  • Must be able to establish and maintain effective working relationships with volunteers, co-workers, clients, and the general public.
  • Must be able to maintain confidentiality.
  • Must be able to operate standard office equipment, including fax machine, copier, and telephone.
  • Must be able to perform the essential functions of the job.
  • Effective communication (verbal and written) and interpersonal skills including experience facilitating discussions with small and large groups, conducting presentations and interacting with the public in general.
  • Computer skills and proficiency in working with basic software programs e.g., word processing, spreadsheets, and presentation applications.
  • Written and verbal Chinese, Spanish, Tagalog, Japanese or Vietnamese language ability desirable

Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
